UAE Forex Broker License Terminology
When exploring forex licensing in UAE, certain terms require explanation in order to fully understand the licensing process.
DFSA
The Dubai Financial Services Authority (DFSA) is the regulator of the DIFC and responsible for issuing forex broker licenses. Unlike other countries, the UAE has multiple license regulators with the DFSA being one of the most recognized.
DIFC
The Dubai International Financial Centre (DIFC) is an economic free zone which acts as an international business hub. All license applicants will register their broker in the DIFC. Note that the DFSA is responsible for the regulation of the DIFC.
SCA: Securities and Commodities Authority
Prior to 2026, the Securities and Commodities Authority (SCA) of UAE issued Category 5 licenses. As a result of the passage of Federal Decree-Laws No. 32 and 33 of 2025, SCA was retired and replaced with the Capital Markets Authority (CMA).
CMA: Capital Markets Authority
The current regulator of forex & CFDs in UAE is the Capital Markets Authority (CMA). One can visit the official SCA website for more details.
DED: Department of Economic Development
DED stands for Department of Economic Development. While the UAE Securities and Commodities Authority (SCA) must approve all licensed activity, the initial company formation happens and is approved by the UAE DED.
NOC
A No Objection Letter (NOC) represents a step in the license application process. Issued by the Department of Economic Development (DED), this letter affirms that the applicant can proceed with the application process upon meeting certain conditions. The NOC document can be viewed as a type of license pre-approval and is valid for a fixed time period.
